From the Alto Bío Bío exted our ruling against building the new dam proposed for the Community of Cauñicú Pewenche.

We are a community that is 1300 people and as such, we stated that we adamantly oppose the construction of the new dam, as the experience we have had over the years with the company ENDESA, and its current dams, was fraudulent and little consideration of the Communities, seizing tracts of land, rivers and forest wealth. To this, add broken promises, community and social collisions, unprecedented in Chile.

Building a new dam bursts violently into the lives Pewenche, relocating our families without regard to their customs, traditions and collective ways of making decisions.

This implies a clear affront to the inviolable rights of indigenous peoples recognized in the Convention No. 169 of the ILO (1989) and ratified by the Chilean legislation in 2008.

Pewenche life is intimately tied to the land, it would cause a flood of social and cultural disintegration, resulting in irreversible damage to our identity. In this context, we will not accept any business agreement with ENDESA, because the community has expressed so.

Since state participation in the privatization of water rights, and the inclusion of Convention 169 on indigenous peoples' legislation, we require it, take relevant responsibilities, claiming such an agreement.

We also demand that the State remaining support for private companies such as Endesa, and accept the Article 15 of Convention 169, incorporated by Act of the Republic of Chile: "The rights of the peoples concerned to the natural resources on their lands, shall specially safeguarded. These rights include the right of these peoples to participate in the use, management and conservation of these resources".

Notably, the Alto Bio Bio has been so damaged in the social, cultural, economic and environmental. Have been twelve years of lies and dismantling of our communities, which has led to poverty and exclusion, while the promised progress further and further away from our territory. The experience that our people have lived plants Pangue, Ralco and Angostura, warns that a new dam would be disastrous for our communities.

Comunidad Pewenche de Kawñikú contra la construcción de la nueva represa de Endesa

Desde el Alto Bío Bío hacemos extensivo nuestro pronunciamiento frente a la construcción de la nueva represa proyectada para la Comunidad Pewenche de Cauñicú.

Somos una comunidad que representa mil trescientos habitantes y, como tal, manifestamos que nos oponemos rotundamente a la construcción de la nueva represa, puesto que la experiencia que hemos tenido en estos años con la empresa ENDESA, y sus actuales represas, ha sido fraudulenta y de poca consideración a las Comunidades, apropiándose de extensiones de terrenos, ríos, y riquezas forestales. A lo anterior, sumamos promesas incumplidas, atropellamientos sociales y comunitarios, sin precedentes en Chile.

La construcción de una nueva represa irrumpe violentamente en las vidas Pewenche, relocalizando a nuestras familias sin considerar sus costumbres, tradiciones y modos colectivos de tomar decisiones.

Lo anterior, implica un evidente atropello a los derechos inviolables de los pueblos originarios, reconocidos en el Convenio Nº 169 de la OIT (1989) y ratificado por la legislación chilena el año 2008.

La vida del Pewenche está íntimamente vinculada a la tierra, la inundación de ésta provocaría una desintegración social y cultural, lo que se traduce en un daño irreversible a nuestra identidad. En este contexto, no vamos aceptar ningún convenio de negocios con ENDESA, porque la comunidad así lo ha expresado.

Debido a la participación del Estado en la privatización de los derechos de agua, y a la inclusión del Convenio 169 en la legislación vigente de pueblos indígenas, le exigimos a éste, tomar las responsabilidades pertinentes, reivindicando tal convenio.

Asimismo, demandamos al Estado que reste su apoyo a empresas privadas como ENDESA, y valide el Artículo 15 del Convenio 169, incorporado como Ley de la República de Chile: “Los derechos de los pueblos interesados a los recursos naturales existentes en sus tierras, deberán protegerse especialmente. Estos derechos comprenden el derecho de esos pueblos a participar en la utilización, administración y conservación de dichos recursos”.

Cabe destacar que el Alto Bío Bío ha sido lo suficientemente dañado en el ámbito social, cultural, económico y medioambiental. Han sido doce años de mentiras y desarticulación de nuestras comunidades, que nos ha llevado a situaciones de pobreza y exclusión, mientras el prometido progreso se aleja cada vez más de nuestro Territorio. La experiencia que ha vivido nuestro pueblo con las centrales Pangue, Ralco y Angostura, nos advierte que una nueva represa sería nefasta para nuestras Comunidades.

Por último, queremos señalar expresamente que este comunicado refleja nuestra postura oficial frente al tema en cuestión, pues las comunidades Pehuenche unidas no toleraremos más represas. Este documento es la voz de todos y de cada uno de los que habitamos el Valle del Queuco y la Comunidad de Cauñicú, por medio de nuestros Lonko y dirigentes, nos sumamos a las demás comunidades del Alto Bío Bío para expresar en conjunto, un rotundo NO a ENDESA.
